De mozzetta

During the Second Vatican Council, by the decree of the Sacred Congregation of Rites from September 12, 1963, Pope Paul VI granted to residential and titular archbishops and bishops having the right to vote, abbots and prelates nullius, as well as other ordinaries enjoying the right of using mozzetta in their subordinate areas, the privilege of wearing it on the rochet and mantelletta during sessions of the council, even in the presence of the Holy Father. This equal treatment of prelates and cardinals in this regard was to express a collegial participation with Pope in the exercise of power over the Church, however this privilege was used by only a few prelates.
